Reporter W L Hamilton (NY Amsterdam News) has charged that police officers from Harlem precinct arrested and beat him up as he was pursuing story; says that he witnessed man by beaten by 2 policemen and when he questioned their actions he was arrested; has been charged with harassing police officers, obstructing justice and resisting arrest; Amsterdam News publisher C Jones has written editorial in paper condemining alleged police action

Freedom House, after 2-day conf in June concerning status of news media, concludes that relations between Fed Govt and news media are 'deplorable' and offers guidelines for journalists and govt officials; guidelines include following: journalists should be impartial and fair, should qualify reliability of unidentified news sources, should protect press freedom while respecting rights of others and should avoid conflicts of interest; Govt officials should candidly discuss information they have and should give all journalists equal access to information
