Ct of Appeals Judges Skelly Wright, Malcolm R Wilkey and Harold Leventhal have heard oral arguments on Straus Communications' appeal of FCC finding in suit involving radio station WMCA, technically Straus Communications, whose host, Bob Grant, made derogatory response concerning Repr Benjamin S Rosenthal, leader of nationwide meat boycott; Rosenthal, who declined to appear on show, was called 'coward' by Grant; suit involves 1st Amendment and procedures of administrative agency; raises question of extent of broadcaster's duty to give right of reply to subjects of personal attacks on air waves; judges were asked to decide whether comm was right in its finding about WMCA and to decide whether personal attacks rules are consistent with 1st Amendment; Straus, represented by Prof Benno C Schmidt Jr, argued that FCC was wrong in case and that personal attack regulations, in view of their adm, should be invalidated because of their inhibiting effect on editorial freedom; FCC, represented by Charles H Bell Jr and Rosenthal, represented by Collot Guerard of Media Access Project, took opposite view on each point (M)
