Judicial rept confirms pol and financial scandal in S Africa's Information Min but absolves Vorster and Prime Min Botha of blame in affair; 3-member panel under Judge Rudolph P Erasmus discloses almost no details of Min's $20 million-a-yr effort to manipulate press that had not already been uncovered by opposition newspapers; rept sets forth extent of cover-up and levels charges of corruption against Eschel M Rhoodie and brother Deneys; ultimate responsibility for scandal is placed with Mulder; comm says Mulder had been incompetent but does not call for prosecution; appears to have averted const crisis by finding that Vorster had acted in honest manner; criticizes Vorster for not taking action to force closing of The Citizen when he was told that paper had been established with secret public funds; indirectly confirms that Botha had been less than truthful when he said to Parliament that none of secret funds allocated to Defense Min had gone to Information Min's secret projects (M)
