Supreme Court announces series of restrictions on reporters' access to Court building in effort to stem preliminary news leaks about Justices' deliberations; within matter of hours, however, ABC-TV News correspondent Tim O'Brien goes on air to report in advance on one of Court's upcoming decisions; says Court would rule in next few weeks that judges could bar news reporters and public from pretrial hearings; ABC report says that Justices, over Potter Stewart's dissent, would affirm a NY court's decision in case involving Gannett Co Inc that reporter could be ejected from pretrial hearing on suppression of evidence in a murder case (M)
