American Council for Capital Formation, headed by Charls E Walker, serves as conduit and lobbying organization providing information to corporations and legislators; gives news organizations special attention and several, including Time Inc, are active in council; '78 Time-sponsored seminar, in which Walker participated, helped improve climate for passage of reduction in capital gains tax for individuals and corporations; '78 reduction in capital gains tax was introduced by Senator Moynihan and was of particular benefit to Time and other companies with large timber holdings; Moynihan aide says council supplied vital information supporting '78 legislation and top officials from Time were among those who lobbied Moynihan to introduce legislation (M)
