Overriding objections from lawyers for New York City, a Federal judge yesterday directed that representatives of news organizations be allowed to attend pretrial sessions at which Mayor David N. Dinkins will be questioned under oath by lawyers for Hasidic Jews who are suing the city because of the 1991 Crown Heights racial violence. "I think it's beyond question that the subject of this litigation is a matter of public interest," Judge Reena Raggi of Federal District Court in Brooklyn held yesterday, even as she noted that it was unusual for reporters to attend such civil-case proceedings, known as depositions.

Commerce Secretary Reported Under Investigation

A published report says the Federal Bureau of Investigation is examining an accusation that Commerce Secretary Ronald H. Brown agreed to accept a $700,000 payment from Vietnam in exchange for his help in lifting American trade restrictions against Hanoi. The report appears in the Aug. 23 issue of U.S. News & World Report, which says that the inquiry has been under way since February but that it has never reached the grand-jury stage and that Mr. Brown has not even been interviewed.

So said people who believed the meteor showers awoke better angels that had been long dormant in the American nature. BALLY ABANDONS MISSISSIPPI CASINO PLANS

The Bally Manufacturing Corporation said yesterday that it had abandoned plans to develop a dockside casino in Biloxi, Miss., citing legal disputes about ownership of its proposed site. The company also said it was expanding the size of a dockside casino now under construction in Tunica, Miss., about 35 miles south of Memphis, Tenn. The casino will now have 36,000 square feet of space, 20 percent more than the 30,000 square feet Bally had planned. The redesign will not add to the $30 million cost of the casino, Bally said. It expects to open the property late this year. Bally Manufacturing runs three casino hotels in Atlantic City and Las Vegas.

The Federal Reserve Board approved the application yesterday of Banco Popular de Puerto Rico to acquire units of Corestates Bank, based in Philadelphia. The Fed decision allows Banco Popular, based in Hato Rey, P.R., to acquire assets and assume liabilities of the Core-states branches in St. Thomas in the United States Virgin Islands and Tortola in the British Virgin Island. Banco Popular is a subsidiary of the BanPonce Corporation of Puerto Rico, a bank holding company with assets of $9.6 billion. Banco Popular is the largest commercial bank in Puerto Rico, and it will become the largest commercial bank in the United States Virgin Islands upon completion of the merger.

Will served as puzzle editor from 1969 till 1977, succeeding Margaret Farrar, who started the Times Sunday crossword in 1942.

Fieldcrest Cannon Inc., a maker of bed and bath products, said yesterday that it would buy its longtime majority shareholder, the Amoskeag Company, for $137.6 million.
Analysts said the move appeared to be an attempt to blunt a proposal by Springs Industries of Fort Mill, S.C., to acquire both Fieldcrest, based in Eden, N.C., and Amoskeag, based in Boston.
