The MCI Communications Corporation and the News Corporation said today that in a move to begin direct television broadcasting, they had ordered two high-powered satellites from the Loral Corporation at a cost of more than $400 million. Loral said it would launch the first satellite late next year and the second in 1998. MCI said it expected to offer satellite television in the United States by the end of 1997.

So You Want to Be President?" starts out on a promisingly provocative trip. It begins with a visit to "opposition researchers," a k a the dirty tricks teams that dig into the doings of political candidates. Most of their findings, exhumed from public records, are pretty dry, but now and then these scholars earn their pay and make their employers' day with something juicy, like evidence of sexual hanky-panky. Particular attention is paid to Floyd G. Brown, who generally pursues Democrats and has been associated with the famous Willie Horton commercial and the Gennifer Flowers exhibition and is currently concentrating on Whitewater. He announces, "I'm proud of what I do."

Serb Move Angers Europe

The European Union today sharply criticized a recent decision by Serbian authorities to take control of Belgrade's only independent television station, Studio B, and said further restraints on the news media would hurt future ties. A statement issued by the Foreign Ministry of Italy, which currently holds the European Union's rotating presidency, said the group was "gravely concerned" about the Belgrade Government decision to cancel the station's status as a private company.

Likud Says Arafat Staged Interview to Bolster Peres

Accusing Prime Minister Shimon Peres and Yasir Arafat, the Palestinian leader, of media manipulation, the opposition Likud party reacted angrily today to a televised interview in which an Islamic militant said recent suicide bombings were intended to help Likud defeat Mr. Peres in upcoming elections. Broadcast on Wednesday night on Israeli television, the interview with the militant, Mohammed Abu Warda, seemed to mark a new gloves-off phase of Israel's election campaign.

World News Briefs;Jordan Confiscates Shipment for Iraq

Jordan announced today that it had seized aircraft spare parts and other supplies headed for Iraq in violation of United Nations sanctions. The acting Information Minister, Mohammed Daoudiyeh, said the 450-pound shipment, marked "agricultural equipment," arrived from Warsaw and was seized at Queen Alia International Airport in Amman. He said it was sent to a private Jordanian-Iraqi company, but gave no further details. An Iraqi spokesman for the company, Mohammed Abdul-Salam, denied any military gear was in the shipment. The Iraqi Embassy refused comment.

The Conagra Shrimp Companies, a unit of Conagra Inc., said yesterday that it had bought Meridian Products Inc., a seafood supplier, for undisclosed terms. Meridian, which is based in Santa Fe Springs, Calif., has annual sales of about $200 million. Along with two subsidiaries, Atlantic Meridian and Gulf Meridian, it supplies seafood worldwide. Conagra Shrimp, which is based in Tampa, Fla., packages and processes shrimp.

COMPANY NEWS;NETSCAPE STOCK PLUMMETS IN BATTLE WITH MICROSOFT

The stock of the Netscape Communications Corporation, which has lost more than half its value in the last five weeks over worries that the Microsoft Corporation will beat it out in the war over software for use on the Internet, fell almost 14 percent yesterday. The shares were down $6.25, to $38.75, in Nasdaq trading. They stood at $83.50 on Jan. 31. Microsoft and Netscape are taking shots at each other's software and courting business partners. The Wall Street Journal reported yesterday that Microsoft was trying to license its Internet software to America Online Inc. in a move to derail talks between America Online and Netscape. America Online has more than five million customers; gaining access to them would be a coup for Netscape or Microsoft.

The United Nations refugee agency said today that it would end aid to more than 35,000 Vietnamese boat people in camps in southeast Asia, leaving them with no choice but to return home. "These people are not refugees," Alexander Casella, the director of the United Nations refugee operations in Asia, said at a news conference. "There is simply a limit to the burden the international community can carry to prolong the stay in camps of people who can safely go home."
